Sure it is ... as long as there is still a cavity and a insulation and another back up wall.

It is almost never done because it is crazy expensive to build two walls in that way. If you really wanted to reproduce a multi-wythe wall with all of its design options (brick detailing options), you could do that as the "veneer" and then have your "performance wall" behind it.

Otherwise ... no ... a straight multi-wythe wall does not meet current energy code.

Anecdotal, but I seem to be seeing more hand-laid brick veneers on small projects lately. We're never going back to load-bearing masonry, but this can still look great.
 
Looks like the IMAX getting built. I'm sure it will look better. Hopefully.
 
This project seems to be crawling.. is it a function of the complex angles or what??
 
The white we see is probably either a primer coat or an intumescent paint layer.
